The Nigerian Content Development and Monitoring Board (NCDMB) will on Monday, July 27, 2026, officially launch the Nigerian Content Trainers’ Registration Certificate (NCTRC), a digital certification platform designed to transform the regulation and quality assurance of training providers in Nigeria’s oil and gas industry.
The platform, which will go live on the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC-JQS) portal, is expected to enhance transparency, improve standards and ensure that only qualified organisations are certified to deliver industry training.
The NCTRC was developed by the NCDMB to assess, inspect, verify and rate training service providers in line with the Regulation for Training in the Nigerian Oil and Gas Industry issued in February 2021. The regulation empowers the Board to prescribe minimum standards for training facilities, technology and personnel development across the sector.
Under the framework, the Board is mandated to conduct routine inspections, assessments and ratings of training programmes, facilities and service delivery, while also verifying all training information submitted by operators and training providers on the NOGIC-JQS portal.
Developed by the Directorate of Capacity Building through its Infrastructural Development Division, the certification system provides a transparent and standardised process for evaluating training providers based on the quality of their facilities, instructors, equipment, accreditations, operational capabilities and track record.
The certification covers 11 specialised Areas of Training Specialisation (ATS), including Health, Safety and Environment; Engineering and Quality Assurance; Petroleum and Geosciences; Drilling, Production Operations and Oil and Gas Processing; Facilities Design and Construction; Project Management; Supply Chain Management; Asset Management and Maintenance; Information and Communication Technology; Entrepreneurship, Soft Skills and Oil and Gas Business; as well as Maritime, Nautical Studies and Offshore Logistics.
Training providers will be assessed against clearly defined criteria, including the quality of training facilities, availability of qualified instructors, relevant accreditations, equipment, previous training experience and capacity for on-the-job training. Organisations that meet the required standards will be classified into five categories based on their demonstrated capability, with certificates remaining valid for two years.
The Board said the initiative is expected to boost confidence in training providers by ensuring that only organisations with the necessary facilities, technical expertise and human capacity are certified. It also aims to improve the credibility, quality and standardisation of training programmes while supporting the development of a highly skilled Nigerian workforce.
As part of the certification process, applicants will be required to submit verifiable information on their facilities, instructors, equipment, accreditations, operational capacity and previous training experience. The Board will conduct documentary reviews and, where necessary, physical or virtual inspections before granting certification.
The NCDMB also stressed that applications, processing and approval for the Nigerian Content Trainers’ Registration Certificate are completely free of charge.
The Board warned prospective applicants against engaging consultants, agents or third parties, noting that in line with the Presidential Directive on Local Content Compliance, all applications must be submitted directly through registered companies’ NOGIC-JQS accounts.
It further cautioned that the submission of forged or falsified documents is a criminal offence and could attract administrative sanctions, cancellation of certificates and prosecution under the Nigerian Oil and Gas Industry Content Development Act, the Criminal Code Act and other applicable laws.
Training service providers and industry stakeholders have been encouraged to familiarise themselves with the NCTRC Application Guidance Notes and commence applications through the NOGIC-JQS portal from Monday, July 27, 2026.
The launch of the NCTRC marks another step in the NCDMB’s drive to build a globally competitive Nigerian workforce by ensuring that training within the oil and gas industry meets internationally recognised standards of quality, competence and excellence.
