NUPRC Clears Applicants for 2025 Licensing Round, Opens Data Access for Bidding Phase

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has officially announced the completion of the pre-qualification stage for the 2025 Licensing Round, marking a significant step forward in Nigeria’s upstream oil and gas sector reforms.

In a statement released the Commission confirmed that all successful applicants have been duly notified in accordance with the 2025 Licensing Round Guidelines.

Following this milestone, NUPRC declared that, effective Tuesday, March 17, pre-qualified companies are now authorized to proceed with data leasing—an essential requirement ahead of the technical and commercial bid submission phase.

The Commission emphasized strict compliance with its guidelines, noting that applicants must obtain data exclusively from the two approved sources where applicable. Additionally, proof of payment for the data must be uploaded as a mandatory condition before bid submissions will be accepted.
Industry observers view the development as a critical progression in Nigeria’s efforts to enhance transparency and competitiveness in the allocation of oil and gas assets.

The announcement was signed by Eniola Akinkuotu, Head of Media and Strategic Communication at NUPRC.
